If someone is cheating, he is taking the risk to be banned. When starting, cs2d occasionally tells you that cheating/hacking is forbidden. If a player is dumb enough to ignore this, he deserves to be banned straight away.

There are some flaws: All hackers should be banned instantly -if you are completely sure of course-. And about that spamming thing: if he rapidly spams and blocks the screen, you should mute him right away. "@@@@@@@@@@@@@@@@@@" is a completely different dimension of spamming which has to be treated differently ( / smileys just smile, @@@@@@..s block the whole screen). While a warning should be enough for the smiley-guy, the "@@@@@@@@@@.."-player should be muted (/kicked) instantly if he did it repetitively.

Definitely no sounds, text color might be a good idea, new hat(s) idea is nice too I guess, but levels 90+ is too much if you ask me.

That's why you should be careful when choosing your moderators, I usually watch the hacker for a long time before banning them.

Yes but, why would you do that while you can ban them right there? Turkey is right. I think you should read about Valve's Anti-Cheat Sytem (VAC), It's perfect, they have zero tolerance; if you ever hack in any VAC secured game, you will get banned in all of your other games. I completely support the zero-tolerance policy.

Nobody is your slave, players of this server would never do such a thing. Make a post cause somebody mute you on 1h, its RIDICULOUS. He has some mental problems or i dont know. Its just funny to punch those nobs and makes them angry 
If you didn't deserve it, it's not ridiculous.
