No. There would be almost no purpose to have a JMod rank then. We cannot fully trust new moderators.

Idk if it's possible for them already but you can give jmods the rights to atleast speclock for a max. about 1hour (will end in same result as tban, the hacker will leave change his ip and come back but it atleast stops him for the on going session)
