As for the empty packets, cs2d servers have a vulnerability of crashing when receiving empty packets (as so I've seen and heard), there is a way to counter it with some magic tho.

DDos is when multiple (alot; could be in tens to hundreds) are used to focus sending packets to one IP causing it to xplod

DDoS is way more effective than a simple DoS attack. The problem about DDoS is that it's hard and or expensive to protect your system from those attacks.
