RR is insulting players

So a player named portgas d ace has reported RR for insulting, he sent me a log, I told him to create a report but he didn't make it for 4 days now and I will do it myself.

That's not what you do If a player insults you RR, you warn him and then punish him if necessary, mute him for a few minutes and then if he keeps doing it, mute him for a longer time, if he still keeps doing it ban him for a day, so on...
