Suggestion to punish campers

I have a suggestion if it's possible to add it to server. When someone is standing under object (for example, palm tree) more than 15 seconds, he is automaticly slapped every 5 seconds.
But i'm not sure if it's possible to do.

EDIT: When player start walking, slapping is automaticly stopped.

Nah, there is no prob to press shift and just move less than one cm, that you are still hidden, Good player will be able to camp

Still, I think server detects one "square", so if you'll move a little, I don't think it will count as moving.
