I thought of punishments. I wrote it here, so guests can see this topic, too.

Hacker:
Speehacker -> Warning ->Permanent Ban
Aimbot -> Warning -> Temporary Ban -> Permanent Ban
Minimap -> Warning -> Speclock -> Temporary Ban -> Permanent Ban
Radar -> Warning -> Speclock -> Temporary Ban -> Permanent Ban

Spammer/Insulter
Spammer -> 3 Warnings -> Mute
Insulter -> 2 Warnings -> Mute

Idler -> Kick
Camping -> Speclock
Teamkill -> Speclock

Server players! Please read F1 in server!

When starting, cs2d occasionally tells you that cheating/hacking is forbidden. If a player is dumb enough to ignore this, he deserves to be banned straight away. No need to warn hackers, no need to speclock them, just be 100% sure that they're actually hacking before letting the ban hammer fall.

Also there is a huge range of how people spam/insult each other, so I think moderators should be expected to be able to handle each case properly without such guidelines.
E.g. compared to seven ":D"s, which some of you might consider spamming, "@@@@@@@@@@@@@@@@@@" is a completely different dimension of spamming which has to be treated differently ( / smileys just smile, @@@@@@..s block the whole screen). While a warning should be enough for the smiley-guy, the "@@@@@@@@@@.."-player should be muted (/kicked) instantly if he did it repetitively.

There are some flaws:
All hackers should be banned instantly -if you are completely sure of course-.
And about that spamming thing: if he rapidly spams and blocks the screen, you should mute him right away.

Like a situation with N' and Aceshot proves that when mods mutes spammers, then spammers report them and put all fault on them.
I think that hackers/cheaters should have at least 1 chance to do not hack.
If we will warn them, maybe after some time they will join our community and become good and rightful players. I we will ban them immediately perhaps they will only change USGN or IP and will continue hacking/cheating.

This is just opinion :)

in my opinion warnings need only in an insulting ways. and i agree with Apfelbrot
