Title: Speed Hackers

Hello everyone I've noticed that the amount of speed hackers in the server is very high in the early mornings! Most of the loyal players and V.I.Ps vote to kick them. But i was wondering if there's an addition that can be added to detect them?

Moderators and other ranks up to them has slowing down ability. They can slow down guy who's perhaps speeedhacking and if he does it, slowing down don't work, that means he's a hacker.
