Title: "Slowed down" text

I think the text that comes up when we slow down a player shouldn't be seen or should only be seen by moderators.

And slowed down player will leave before you give him normal speed. Unslowing takes so long ( you killed one guy cause of that :) )

After he leave you will be thinkin that he was hacking (He will leave because hes gonna be sure it was bug but you will think he left cause he got cought during hacking)

I think its better for the mod and the guy (Suspect) to see the text..its for the best.
