they can spam as much as they want
they can talk as much as they want.
i think this should be removed.
like a minimal 10sec wait should be implemented on dead spectators for talking after every enter/chat they do/use. ;)

you get what i mean   :P

First of all, that sounds kind of hard to script ( although I'm not an expert) and I don't see it being practical. Just my opinion..

i just mean like they should be stoped from spamming  by the server itself it should stop them as normal players get prohibited after every chat message.

I don't think it's a big problem if dead players and spectators chat a lot. They won't disturb the living players anyway. The only way they can do that is by using !bc, and that command can not be executed more frequently than every 10 seconds. If someone really starts spamming, moderators can mute them.
