Title: Ban for wason

He came again to server just now and shutdownings started again!

[EDIT] Server shutdowned 2 times no2 on about 10 minutes.

If I were to crash a server, I wouldn't even need to join the server. This is pretty much abuse of the moderation system. You can't use tban so freely on someone that didn't do anything. Don't ban anyone else if he/she is on the server when it restarts. Note: High restart rates are caused mostly by an error, high traffic (could be ddos) or something else.
