I saw NSS // Naviks speedhacking. A few other players saw him speedhacking too. I do not know him USGN number.  ???

I meet this guy a lot of times. He never hacked before. Are you sure it wasnt just due to high ping, called lagging?

No, his ping was normal, about 97  or something

Nope, I've never seen him hack. He's a usual player.

Ye, i wanted to add that you can make video or tell happy to check his ip. We would check is it same player

I got one prove because other players firstly started to vote him and then i saw him speedhacking. Other time i'll get proves.  ???

Exactly, how can we know if they really did? I am not trying to call you a liar, this is a general procedure;
you must have a proof to report someone.
But I think you got it and next time you will record it. ;D

Yes, it was strange for me because I never saw him speedhacking, but I saw what I saw. Maybe I was dreaming?  :D
I met him today, he wasn't speedhacking, any signs of speedhack. I do not know, maybe only his ping was high and I do not got it  ;)

he has sometimes around 500 ping so it could be lag. I slow downed him today and he wasnt moving so couldnt prove that he hacks

Yes, it can be impostor, because when I met one who was speedhacking, his name was NSS // Navikss and one i met yesterday was NSS // Naviksss
